The appropriation and implementation of COMPETITIVE INTELLIGENCE are strongly correlated to the culture and history of the country in which it is developed. Countries have different levels of practice in the application of competitive intelligence. England, Japan, the United States and the Nordic countries are in the avant-garde of its implementation. European Union Member Countries are now starting to look into the process by undertaking targeted actions in certain areas of their economies. Moreover, the globalization of trade provides undeniable market opportunities for companies which, more than before, have to pay particularly close attention to managing their risks when developing abroad. Competitive intelligence thus provides added value in these strategic processes in which the State may also have a role to play.

International markets enable companies to increase their turnover sharply. Large groups and subcontractors can find information at their disposal to facilitate their export procedures.

Although the introduction of this concept and of the method of this new State responsibility has only just begun, certain European countries are laying the groundwork for the others.
