The competitive intelligence process should first and foremost correspond to the culture of a country and its politico-administrative organization. Whatever the country in which it has been developed, its success is necessarily conditioned by how its initiators adapt it to societal invariants. In France, decentralization has given powers of administrative police and organization of the competitive and social fabric to the Regional and Department Prefects. Moreover, the location and experience of the chambers of commerce and industry ensures an understanding of the local economy and company needs. The State, in a concern to support businesses, uses the most appropriate and most competent local systems to diffuse competitive intelligence practices.

The network of Chambers of Commerce and Industry is one of the historical actors in the national competitive intelligence system and the national community that runs it.

Other initiatives have been set up to apply competitive intelligence at the regional level. Indeed, the common objective is to enable SMEs-SMIs, which do not necessarily have the resources to acquire and share information, to have access to the tools and resources to undertake their development. Using operational support, these companies can gain access to a flow of quality, personalized information adapted to their needs.
