The HRIE runs a permanent interministerial group which draws up projects and recommendations for the government and competent administrations, following a plan of action adopted at the highest level of the State.

To do this, the resources of all services are mobilized to ensure a high level of expertise. It is thus a flexible, responsive system able to work in emergencies, which brings together all of the necessary skills.

Placed under the Secretary General of National Defense, the Senior Director reports on his action to a steering committee chaired by the Prime Minister’s Chief of Staff and made up of the Chiefs of Staff of the concerned Ministries.

As the State has powerful resources for gathering information, a system of monitoring and alert was set up to follow technological and industrial developments in France and abroad. Fifteen fields considered to be crucial for the preservation of our independence receive special attention. Competitive intelligence policy has been given a territorial dimension to ensure the protection and regional monitoring of sensitive companies. This territorial system is headed by the Secretariat General of the Ministry of the Interior.

Using the results of nine experiments carried out in the regions, it was decided in March 2005 to generalize the territorial competitive intelligence process to all regions in metropolitan France. This was the subject of an administrative circular signed by the Minister of State on 13 September 2005. All of the State services participate in competitive intelligence policy :
-  All central administrations, for the sectors and operators covered by their field of competence ;
-  The regional prefectures, responsible for the territorial dimension of the actions ;
-  Embassies, through coordination of all of their services, in charge of informing, monitoring and supporting companies involved in international negotiations or interested in foreign markets.

The State is at the heart of an extended network. It has mobilized :
-  the regions ;
-  universities and “grandes écoles” ;
-  Chambers of Commerce and Industry and Chambers of Trade ;
-  trade federations and associations ;
-  public organizations in charge of financing companies and support for innovation.

In each structure, an internal entity is dedicated to competitive intelligence and is at the service of companies.
