Competitive intelligence policy is a major part of the policy of supporting innovation and competitiveness of companies. That is why it has set five objectives.

Diffuse a culture of competitive intelligence

Understood as a collective, multidisciplinary process, competitive intelligence presupposes the modernization of behaviors which are all too often marked by the compartmentalization of tasks and the absence of information sharing. This is the purpose of a vigorous training effort, but also of working in networks that the Senior Director in charge of Competitive Intelligence encourages among public and private actors.

Help SMEs

Innovation and jobs being increasingly found in SMEs, competitive intelligence policy pays special attention to them. The State seeks to offer them the same advantages that the large corporations have available to them, providing them with resources that they could not gain access to alone.

Avoid strategic dependency

The State protects the fundamental interests of the Nation in the areas of defense and public security.

Independent decision-making in military affairs, notably for nuclear dissuasion, is based on secure supplies of certain strategic materials and components. The same holds true for public security in the widest sense of the term, such as the protection of vital facilities and information system security. Competitive intelligence policy supports the creation and development of domestic suppliers of state-of-the-art solutions and protects them from hostile takeover by foreign entities.

Ensure the security of technological and industrial assets The vitality of an economy depends on its competitiveness, notably in the advanced technology sectors. In a highly competitive market, unfair practices are often used to get hold of the competition’s innovations, or even their industrial tool, or to destabilize them and weaken them. It is up to the State to help companies to avoid these dangers and to inform them of the risks.

Shed light on the future and reduce uncertainties

In a world of rapid technological, competitive and financial changes, the forecasting function is essential. Competitive intelligence policy aims at putting these changes into perspective and discerning what is strategic for the medium and long term thanks to close cooperation between administrations, companies and laboratories.
